Yes he does, but do you notice the important detail??

The background behind him FILLS IN. That is impossible unless he is digitally layered in using a greenscreen.

That's not what is happening.

The video is glitching in the top 3rd and is pulled down to the bottom. Hence Why Obama's forehead gets pulled down. Since everything is geometrically aligned, this pull appears to "fill in" the background but it's just a replication of the top 3rd throughout.

It's just a video glitch, nothing more.
