This is just the statutory law relevant to use of military to enforce Federal authority. The President has this power. It doesn’t mean the President has somehow “enacted” anything. The date is just the version of the law as of that date. This specific statute appears to have been effective as of 1956, but that may even have been just a new statute of a much older version of this law.
