The National Guard is a "Non-Active" branch of the military. Majority of those citizen soldiers are first responders. The 400 or so soldiers that make up 65,000 is a small part of what's going on. If the state they are from needs to have the National Guard deployed, they would call back those first responders to work at their sate level jobs. Example... let's say a hurricane threatens the South. The southern states activate the national guard. The first responders would stay working in their normal duties as it still applies to doing the job of solider deployed to the Same state. The ones leaving may be going back to their First responder jobs in their home state.
