Probably not. One of those things you put in to completely cover everything just in case but never really expect to use it.

Imagine the balls it would take to make that call and I’m guessing it’s not one person but the Joint Chiefs of Staff. So you would need a first guy in to even bring it up with the context being if the others think you’re out of line you might get court martialed or whatever.

Then again these guys make big calls all the time so we will see.
