That's actually a copypasta designed to prevent anyone inside China - and thus its "Great Firewall" - from accessing a site/post/etc. Those are all phrases that are not just banned, but blocked at a bare-metal level from being sent/read/displayed via the internet in the PRC. It's a good thing, it helps keep out Chinese government actors/shills, many of which are just Chinese students who do it as a part-time job.
If I'm reading it right, it looks like a new automated part of the ban message. Essentially if someone from within China was posting on here, and they got banned and that message showed up on their computer, they'd have a visit from the Chinese secret police and their internet would be shut down for some period.
It doesn't read like he was hacked; just that he was banned and that is the response a banned person would get trying to access the site. Not that the site is compromised. I'm guessing Evspra is a mod judging by the M by the name. Maybe read that comment over again.
