Washington DC temps in the 30s or low 40s . I highly doubt they would be outside without coats.

According to wunderground, around lunchtime in DC on Friday 1/22, it was 50-degrees and partly cloudy. 50-degrees in the Winter is balmy, and walking around outside without a coat isn't that far-fetched.
