Is there a lawfag that can explain how if 11.3 is currently activated, how the EO are working and are departments like ICE following them (e.g. releasing felons?)

11.3 says very very little, its topic is the "End of Belligerent Occupation" and 11.4 doesn't say much either. I think these were dates. Also read this which seems to govern this chapter:
11.1.3.3 Occupation and Non-International Armed Conflict. The law of belligerent occupation does not address non-international armed conflict as such because a belligerent occupation presupposes that the Occupying Power is hostile in relation to the State whose territory is being occupied. 35 A State’s military forces controlling its own territory would not be regarded as conducting an occupation; similarly, foreign forces conducting operations with the consent of the territorial State would also not be regarded as conducting an occupation.

I know there's a lot of variables in this game and I have no doubt they thought of all of this, I think if I look in the right places things would be more clear. I was thinking that if Biden signs EO then the indications are applied and stone walled (like for ICE) for the foreseeable future, then this would support the white hats, but if he signs the EO and they are freely implemented then that is not a good indicator for the good guys
