Late 90s, I took a trip to DC - work junket and I took my parents as my dad had been stationed at Fort Ritchie in the late 60s and they had never been back. Plane was delayed and we did not land at Dulles until 1AM. Hotel was the Willard which is right by the WH so taking the car in, we went by a lot if the major monuments. The lights do not go out like that. At the time they were doing work on the exterior of the Washington Monument and it had all of the scaffolding around it. It was still lit up.
I've monitored dc cameras for over a month. Lights off at the white house are normal. But never once have I seen the monument not be lit, especially the red warning lights for aircraft.
