I am indeed, thank you for noticing. I was reading the statement as: when has a president no longer in office used the military .... etc. An early morning mis-read on my part.

Nobody uses the qualifier "former" in this context. You would simply say "What president used the military...?"

Does Q have a habit of being unnecessarily redundant?
