I’m currently at work, so I’m unable to dig too deep at the moment. But I’d love to find the original source. It does look like many received the envelopes, but not all. It looks like in some chairs, there are white papers, and in others there are white papers and manila envelopes. I’ll see what I can find.
No one seems concerned about the contents. Plenty of people casually holding them in their hand, while chatting.
One oddity is that Sander's envelope is marked with a name, by hand; that's not true for all.
I've seen enough; those are programs or some other "memories", people received. Is there a possibility that certain envelopes contained something else than others? Yes, of course. I haven't seen anything pointing to that being the case, though.
That was my thought as well, a fuckin manilla envelope? This is the presidency we're talking about here. I'd expect any sort of stationery for an event as important as a presidential inauguration would be high-quality card stock, folders with insignia, cursive writing, etc.

Just because everyone got an envelope doesn't mean they all contained the same thing.
Remember the Funeral? They all had programs, but only a few got envelopes. That were in their programs.
