The title of both OP's post and the article he references is based on pure, unbridled speculation. I hate Xiden as much as the next guy, but let's not spread disinformation to make us look like idiots.

Then the writer of this article goes into pure speculation made by trying to use the line of reasoning 'What does the CIA have to do with the climate? The fact that Biden wants the CIA (and all other agencies, but that doesn't fit the article writer's narrative) to develop "...strategies for integrating climate considerations into their international work." so therefore the CIA must have secret weather controlling devices.'
