It is a no-brainer to setup a number in one area code and answer the phone in another area code.

Phone number area codes are not a reliable way of deciding where geographically the phone is being answered.

I'm not saying the White House isn't open, but calling a phone # and someone picking it up doesn't really prove anything other than the phone # works.
