I don't know the answer to your question. But right now the federal government is not operating constitutionally at all. Many state govs too.

Tyranny has been installed. But We the People will not tolerate it.

No such thing as federal crime. Federal law is civil. Corporate law has criminal elements they claim are federal law. Research Admiralty and Maritime law. Very eye opening.
