They gotta keep refreshing them. NG can only have so many days deployed before they have to start giving them benefits. They aren't like regular military. Most likely they are replacements for ones already there

"Snopes says mostly false." That only counts for State Active Duty (ordered by the Governor, for a state purpose). These guys are under a Federal, Title 32 activation and accrue the same benefits as Active Duty starting the second they're activated.
