I am thinking she is resigning due to the massive voter fraud soon to be uncovered and is taking this opportunity to resign in front of it...but her oversight giving additional protection to abusers is also a good reason for her to resign

Kathy Booger should have never been given her position in the first place. Come to think of it, most of the Philadelphia government should resign due to corruption.
