Does Biden have to be in the Whitehouse for Psaki to hold press conferences there?

I haven't done much looking into this situation, but I don't agree with the premise of your question.

Example - if the Military said to Biden "you are not legit, and you are not allowed in the Whitehouse," how could the DS make it seem like Biden is there? They could use a set for Biden's videos, and.do everything else normally at the Whitehouse.

Again, I am not taking a position on the answer. I'm questioning the question.
