I remember reading an article in Newsweek maybe 15 yrs ago by the former science advisor to Reagan pondering on the reason fir them. It was acknowledged that they were different from normal contrails, but he couldn't get a straight answer from anyone on WHY they were spraying. He assumed it had to do with climate control.
