Sodium hydroxide is strongly irritating and corrosive. It can cause severe burns and permanent damage to any tissue that it comes in contact with. Sodium hydroxide can cause hydrolysis of proteins and hence can cause burns in the eyes which may lead to permanent eye damage.
That is the chemical they tried to raise to lethal levels. That is what is in our water.
At small levels (which is what is in water) it's not a big deal.
It's Lye. It's in soap. Of course at lethal levels it's no good, but at normal levels it's fine.
Without it, you'd be ingesting a lot of heavy metals and as we've seen from other places, that's no good either.

Heavy metals in the water lead to behavioral and cognitive issues, among other illnesses.
It's a safe (in dose amount) way to disinfect the water.
