Surfacing this out of the thread. Spelling mistakes are deliberate. We may not understand them. But the answers are there.
I bring you COVFEFE as an example.

The COVFEFE bill was put forward by Democrat Mike Quigley who purposely chose the title to troll President Trump. The bill was all about preventing Trump from deleting Tweets and putting him under governmental restrictions in the use of his personal social media account (as if these measures ever stopped him).
