This IP address (23.43.173.18) is an Akamai server possibly out of Miami FL. The 66.66.45.1 IP was from Spectrum maybe in New York, NY.

Original poster (OP) just made comment correcting IP, it is: 66.6.45.1 This is for Automattic in NY, NY and this is the company that makes the shitstain CMS/blog platform WordPress and some other stuff. Really rotten company.

Also, Akamai is generally used by orgs with high capital resources or are considered "big wins" by the company.
