That's definitely weird what his nose is doing. I doubt someone's nose would actually do that, even if it was just a flap of skin. So, it's likely an artifact of some sort. The mask motion while he talks also looks unsettling around that time.
It could just be modern video compression algorithms doing a bad job. I wouldn't be surprised if a video encoder relied on some machine learning algorithms trained to work well on human faces, and wearing a big black mask throws off the result.
It could be artifacts of intentional but poorly done manipulation. For example, it could be a "deep fake" that's overlaying Biden's face over a stand-in's face. Once again, as good as deep fake algorithms have gotten, they're probably still not well optimized for masks.
That mask is rediculous, though, and even more so that he can't keep it from falling. I don't like to criticize people for choosing to wear PPE, but he deserves to be mocked for that...
