Coolidge took over and they never expected him to get re-elected but he did so Hoover hung around in the administration and tried to influence Coolidge's decisions he manipulated his way through the cabinet and even filtered info that made it to Coolidge. Coolidge got wind of the "rape of belgium" scandal and asked Army Intelligence to investigate. Hoover told him to drop it -- nothing to see here. All but one of the Army's team were murdered the last one made it back to Coolidge with what he found. Then Coolidge's oldest son mysteriously died. When Coolidge was leaving office, Hoover declared candidacy.
When Coolidge was asked about Hoover he said "Herbert Hoover has been giving me unsolicited advice for a very long time. All of it bad"
Hoover gets elected, sets up a financial crisis to usher in the last piece that DS needed (pledging Treasury assets as collateral for debt) and PRESTO the crash of 1929 happens and FDR gets the banking act signed in 1933
