They needed 2/3 or 67 votes to impeach.

My understanding is they had to convict him on impeachment first. Then the penalty phase could be a prohibition of ever seeking elected office which just needed a simple majority. Since they didn't convict, I don't think they have legal standing to prohibit him from seeking another elected office. I am not a lawyer nor a legal scholar
