Wouldn't a hormone test suffice? If that isn't enough then a note from their own doctor should. No reason to have 3 person councils looking at children naked ever.

A hormone test, a birth certificate, and medical records - hell require all three.

But to “examine” little children’s genitalia, for a ‘sport’. Not to mention all the horrific things we already hear about doctors and coaches doing to children. Over my dead body.
