Maybe, just maybe, they refer to the 17 receiving the U.S. Space Force transfer ceremony? If you go to the site linked in the tweet you can see 17 different photos of persons receiving a kind of diploma, so maybe the tweet refers to those 17 photos?
So, I don't want to agree with you and had I not watched the video of the ceremony I'd likely not agree with you.
But I watched the video. I watched each go up and get their picture with certificate and you can see the photographer and how those 17 got their photos taken. It was just regular, nothing about the "44" on the plane. So that started the "this is nothing" idea in my head.
Previous to the photos, you watch the oath. There are two enlists and fifteen officers. As you put it, maybe..just maybe, there are only fifteen in the photo because those are the officers. They say 17 in the title of the tweet because that's the total, but the photo of the guys are only the officers.
I'm no handshake.

I do think Q exists and Trump is involved/connected.
But I think this is a reach, and we only got attention to it because it's space force. If it were 17 Marines and only 15 pictured, we wouldn't have noticed or forced the dots to connect.
