Maybe the one who went off the bridge was a Kappy clone.

Or maybe some homeless guy that overdosed that they threw off the bridge. There are plenty of homeless people in LA. Wouldn't be hard to threaten a medical examiner or to use one of "their guys" to say suicide yeah, this is kappy, etc.
