Problem is you can easily make gunpowder-like thing after getting saltpeper from some wood dust after burning wood,pisses and birds shit from woods (but: after a year...) - sulphur is not really required,charcoal is not so burned wood - really despite it can be better with sulphur, but when it comes to primers or nitrocellulose it is FUBAR. Especially in EU after sulphuric acid being on the list... Empty shelves or .22 are not the problem, at least you live in America where you still can buy it or even probably can make it and have it quite modern without risking 8 or 10 years in prison ( punishment for homicide can be sometimes smaller) - probably not so better in states ruled by demoncrap party but anyway, better .22 than nothing.

Probably for posting or looking for things like this I am on some "extremists list" but how to trust the government - especially corrupted one... (Moreover as I am living in Poland looking at quite reckless politics about Russia shall be rather the reason to wake up and think guns should be in citizen hands to make such deterrence like American citizens are for all USA enemies - but corrupted "democratic" "rulers" say "no" fearing about their ass )
