Translates to me as: It's perfectly OK to legislate how you speak outside but we cannot ultimately stop you from saying / thinking what you want behind closed doors.

The question is, which angle are they coming from? Is it a message of defiance as in "You can do this shit to me on the outside but you can't stop me from doing what I want at home?" or is it "Look, we've decided you can't talk that way outside and you can't speak these ideas. But look on the bright side. You can still do that at home, where no one can hear you"?
