Wow interesting! The context for all 3 appears to suggest that 11.3 is a date.
No q doesn't do dates. It is from the law of war manual. When podesta is arrested, 11.3 is the marker that states military can take control over an illegitimate government. Just re read the drops for 11/1/2017 thinking that 11.3=military control, and it will make alot more sense.
