Q likes to incorporate shills into the story...I think it's to show us how wicked people are, make us question everyone.

So Q knew George would be around,

doesn't mean Q IS this version of George.

just that Q knew a George would come along...when you're at 40,000 ft, you can see things across time, i think of GN like a marker...

Q is also layered, so Q is most likely acknowledging Soros and Bush too.
