This looks like a dog comm to me. I'm guessing there wasn't any 'biting incident'. Now what the comm means? Beats me. Where's IPOT1776 when you need him?

I commented what surface level stuff I could find in another comment.

Dog comms decode from anon.

Seems like this article is communicating that there was a major "biting incident" i.e. dog biting it's master --> betrayal/flip.

Dogs are German shepherds, so that might be a clue to look at German news.
