You don't run a facility like that without off site backups.
Honestly, that does not look like any data center I've been to and I've been to way more than my fair share. Sea containers next door, apparently all above ground, no idea of the material, barbed wire facing wrong direction. Maybe it's a cheap low rent French style data center stationed in the shipping yard of a freight company.

Are you in the US? Sorry, just doesn't. I've not been in one yet that was over 2 stories high (low profile), many are partially underground, or totally, secondary partial cement wall to prevent car attacks....then exterior cement walls that house generators, fuel, 80% fenced and gated etc... I've never seen one 5-6 stories high, sitting right next to some sea container city. Maybe we run in a different security level requirement industry.
