Who do you think taped it? Prior to Biden's staff boarding the chopper, a secret service agent places his left hand in his jacket pocket. He very well could have taped it on, but he also boards the chopper.
hard to tell what happened exactly because the camera keeps moving, but i can tell, that its not a reflection... and why would c-span cgi a "Q", that doesnt make any sense. also, this C-span video isnt uploaded to their YT channel.
