Trying to make heads and tails of this. Saw this earlier this morning. I think they are slowly trying to make it a state because that way it won’t be sovereign ground.

I definitely get that, but lets say DC is a foreign territory under military occupation, is this a way for them to flip the script? Did they find a loophole?
