Could Trump come back as the 17th President?

Technically Washington wasn't a President since the constitution was not ratified until 1788. Washington was Presiding Officer of Congress. So that would mean Trumps return would make hime the 17th President not the 19th. Thoughts?

Washington served 2 terms so he is 1 and 2.
