That reference you are making has to do with White House "authorized" drone strikes. You can easily find the video. Rep. Michelle Bachmann is asking J.O.B. about said drone strikes. He was caught off guard because Bachmann got a package detailing what happened. Also testifying that day was Clapper, Mueller and Flynn.
