They are not defined. When the number was about 220,000 I heard that the number of actual INDICTMENTS in that mountain was about about 196,000.

This entire last two batches of 15K....my own speculation is that they are nearly ALL indictments, and now that election fraud has been carried to it's terminal point, some of them might be connected to now PROVEN fraud. But that's just my own opinion on this latest avalanche. ;-)
