I read the "corporation act" which is in the Congressional record "Laws of the United States" and I didn't see anything there about a hollowed out republic and replacement corporation. I did see plenty about the United States spending money on offices and supplies.
I'll look for it. There's nothing in that law however. I actually downloaded it as a PDF from the National Archives. Maybe I still have it -- but it will take a while to find it.
