If the ballots were watermarked, could the watermark be replicated? What about the paper? The ink? If any of these were not replicated perfectly, the jigs up. Busted.

if they were watermarked then they were marked with an individual qr marker

Could be an individual qr code to identify voter, or invisible just to certify a ballot is genuine.
