Eh there are other things that could show up under black lights most likely; artifacts of various kinds with regards to the origin and processing of the papers.
When I think watermark I usually think of something specifically placed but I am including other things that aren't necessarily intentional (for example discoloration from a smoke-heavy environment).
How is this confirmed? Because they are using a black light?
There would be no other reason to use a black light.. unless they're checking the ballots for bodily fluids. xD

Yea but those artifacts would be a watermark. The little hidden shit a regular printer puts on everything you print is a watermark.
