Rewatch it. He def signed it if I pause and enlarge it def says Flynn in the last part of the bottom signature in what appears to be permenant marker that he was just putting the cap on.
Hmmm..saw it on another telegram site. He is signing the Constitution! Wonder if this will be the new, cause it’s no longer a corporation!

He just signed the Bill of Rights. Look up the origional; there were only three signatures in the left column ...until now!

It was unclear. Rumor has it he was signing the new Constitution or something but you couldn't see anything. Just rumor.
