While reading the article, something crossed my mind. If animal trials are required, and operation warp speed did not account for them, was authorized by Trump/DOD, could CAH charges potentially be brought against Trump?

Nah, Trump didn't approve the vaccine (and nor did anyone else). It was given "emergency use authorisation") not by Trump. All he did was to urge them to get on with the development and (I think) provide some funding. And he did this on whose advice? Who was insisting that a vaccine was the only answer?
