There are 2 ways to “close a gap” of performance. You don’t have to raise the performance of the under-performing group. Just lower the performance of the higher-performing group. (You could even label the concept of higher performance “racist” to make lowering performance more desirable.)
No matter how these people operate it’s just wrong. I don’t have a problem with people who live in poverty, disadvantaged situations or who have language barriers getting the help they need to succeed. It’s aggravating that they pin racism on the citizens, when their own policies are glaringly at fault.
