I dont understand 'building policy' or 'private property'. It could be private property but for public use. If they accepted your appointment the private property is null and void.

As for building policy (landlord - is he a medical professional?) But if doctor rents space in his building he is responsible for that space.

In any case we need to fight back every step of the way

They are just talking completely out of their ass. It's their cute little way of bypassing the issue by citing a different reason than the actual one. They have no scientific or legal reason for the mask rule, so they pull the "this is my house and I make the rules" trick.
