Don't have to follow constitution, they must not be citizens here.

So we have a highly organized group of heavily armed, non citizens patroling the country. Sounds like an invasion.

If you are referring to military, they are governed under the Uniform Code of Military Justice (UCMJ). If you are referring to the non-military workers, then I do not know what they follow if they ever followed anything at all.
