The villain uses drones equipped with holographic projectors to give the illusion that giant monsters are attacking cities. It's basically Bluebeam.

Mysterio has hologram machines that can make realistic holograms of anything and he uses it in a city to fake a disaster and fix it to pretend to be a good guy.
