It says they have not been. Others were reporting earlier that the accounts had been reinstated, but Facebook (which is also Instagram) says no.

I don't use FB (or Instagram), but I've read that was always true over there. FB responded that Trump remains "indefinitely suspended". So, he can't use or post from the account. All who were saying so have retracted their claims now as a result - including me.
