So in March 2021 the IC concluded in short, that Russia tried to interfere in our election, and China thought about but decided they valued our relationship too much. The ODNI declassified in March (Biden) then cites to the January 7, 2021 (Trump) memo authored by Ratcliffe. The reference is simply "Please also see DNI memorandum Views on Intelligence Community Election Security, dated January 7, 2021."

The way they cite as "Please also see" leaves the impression that it is a concurring document. When you are writing a legal document and citing to a dissenting or contradictory reference, you would normally say "But see also, dissenting" or whatever. "Please also see" is understood by everyone that reads this stuff day and night for a living (like me) to mean concurring. Needless to say they don't provide a link to the referenced "Please also see" but it's basically Ratcliffe saying you're totally full of it on the China assessment.

Has someone else posted this and I just missed it? I think this is BIG. Members of the IC still deep in the swamp did an end run around the actual head of the DNI. (The assessment came out before inauguration but wasn't declassified until after). Here are links to the relevant documents:
