Why are we still getting chemtrailed?

It makes me think white hats are not in control when I see the chemical grid still happening. Thoughts?

Juan O Savin offered his theory. As far as I recall he said that they were spraying silicates (inert dust) to reflect light in order to thwart missile targeting. As I live in an area where fine Sahara sand frequently lands (also silica) and chemtrails appear, followed by rain, it's probably not so lethal.
