This is an absolute farce of an answer. Why wouldn't they or couldn't they "know the order of operations"? The only answer to that leads us back to "that's illegal and you did this voting thing wrong" because the only answer is that Maricopa county didn't run a transparent and observable election like we are supposed to have here in America.
